The Sheffield City Region is a strong public-private partnership tasked with driving economic growth
across the city region’s economy. With a programme totalling over £1bn to invest in our economy, a
growing base of innovative and enterprising high value businesses and an ambitious forward
strategy, there is no doubt that this is an exciting time to be part of the Sheffield City Region
Executive Team.

The SCR Executive Team is now recruiting for two Senior Programme Managers (Salary £41,025 -
£43,821) covering:

1. Land & Assets
2. Infrastructure & Planning

1. Senior Programme Manager – Land & Assets

We are seeking a dynamic individual with experience of developing policy and strategies relating to
the use and management of land and assets, ideally working in partnership with a range of bodies.

This Senior Programme Manager post will lead on coordinating the Sheffield City Region (SCR) One
Public Estate (OPE) Programme, working closely with Local Authorities and wider public sector
partners including the NHS, Fire and Police Services, and Homes England. The post will report to the
SCR Joint Assets Board, which oversees the SCR OPE Programme and comprises of senior
representatives from all partner organisations.

An initial task will be to prepare the SCR Estates Management Strategy which will set out how
surplus public land and assets across the SCR (including from Central Government) are best reused
or disposed of to support economic and housing growth ambitions, as well contribute to effective
public services. This will include developing integrated packages of investment to unlock local
employment opportunities, and create attractive places to live, work and socialise; thereby, playing
an important role in wider strategic regeneration and placemaking activity.

The post will also provide a leading role in preparing and coordinating the Combined Authority’s
input to the SCR OPE Programme. This will involve developing a Strategic Asset Management
Strategy and Delivery Plan for the Combined Authority Group’s land and assets portfolio, and include
identifying opportunities for these assets to contribute to wider SCR economic and housing growth
ambitions.

This post is externally funded and is initially offered on a two year Fixed Term basis, but with the
potential for making the post permanent thereafter, subject to future budget confirmation.

2. Senior Programme Manager - Infrastructure & Planning

We are seeking a dynamic individual with experience of developing policy and strategies relating to
infrastructure development and spatial planning, ideally working in partnership with a range of
bodies.

This Senior Programme Manager post will lead on coordinating the Sheffield City Region (SCR) spatial
planning and infrastructure development activity, working closely with Local Authorities, wider
public-sector partners and the private sector. This will be a varied role ranging from developing
strategic spatial planning policy and approaches as part of the Duty to Cooperate obligations,
through to strategy implementation and working with partners to develop capital projects to deliver
the growth ambitions of the SCR Inclusive Industrial Strategy and district Local Plans.

The post will therefore play a central role in coordinating strategic regeneration and placemaking
activity across the City Region, including leading on developing both the SCR Integrated
Infrastructure Plan and future investable propositions to unlock new growth opportunities. Initial
tasks will be to work with partners to develop shared evidence bases to support both City Region
and local plans and strategies to inform strategic policy, as well as developing integrated packages of
investment to unlock local employment opportunities, and create attractive places to live, work and
socialise.

The post will lead on supporting partners and stakeholders in developing viable commercial projects
to support economic growth and regeneration, particularly those projects that may require SCR
Local Growth Funding support to accelerate their delivery. This will include supporting the delivery
of the SCR Enterprise Zone sites.

This is a permanent position.

The closing date for applications for both posts is 26 th January 2018.
