M4 Smart Motorway


Responsible for initiating and leading tasks and processes, taking responsibility and being accountable, where relevant, for the work and roles of others whilst exercising broad autonomy and judgement within broad parameters in their area of responsibility

About the Project

The £800m scheme, will upgrade the 32-mile section of the M4 between Cranford Park near Heathrow to Theale, Berkshire.

It ranks as the largest of the joint venture's three Smart motorway projects, which also include a 10-mile stretch of the M5 Junctions 4a to 6 in Worcestershire; a 12 mile section of the M6 Junctions 2 to 4 in the Midlands. Together the projects are worth just over £600m to the pair.

The M4 project will see the construction of 11 new overbridges and a five-lane motorway around Heathrow between junction 4 and 4b. Concrete barriers will be constructed along the length of the project.

Key Responsibilities

Business Leadership
Understand the impact of commercial and technical changes at strategic level within the customer's business industry / sector
Anticipate and plans change in commercial resource within a project
Tendering and Pre-Contract Activities
Provide commercial support to tendering process when required.
Start Up of New Projects
Has a high degree of understanding and working knowledge of project start up procedures and is actively involved in the implementation of those procedures when required
Prepares the basis of the project procurement schedule and ensures the team contribute and complete their relevant sections. Carries out subcontract procurement in accordance with the procurement timetable, in accordance with the clients procurement policy.
Ensures that materials and off site services are procured in an efficient manner with capable organisations in accordance with the clients procurement policy and procedures and ensure appropriate records are kept.
Prepares the basis of robust work package contents sheets and ensures the project team contribute and complete their relevant sections. Carries out gap analysis between packages to ensure full and complete subcontract procurement takes place.
Prepare subcontract invitations to tender and evaluate tender returns (time, cost, quality and SHE) and make recommendations to appoint and places subcontracts, all in accordance with the clients Procurement process.
Work with supply chain to promote and measure continuous improvement in terms of cost, quality and learning of all parties
