The successful candidate will have the relevant skills and experience specified below for this 6 month temporary contract based in London. Job Description: The Head of Strategic Capability will play a key role in developing and improving the strategic capability across the organisation, ensuring that this improvement is sustained long-term. The post-holder will focus on the culture change and up-skiling of our people required to achieve this improvement, using a range of different ways to deliver this. Identifying gaps in the organisation and delivering methods to address these. The post-holder will act as a coach for senior leaders and have contact with all members of the organisation. Key Tasks & Deliverables: The post holder will be a senior adviser on the Programme and will be responsible for leading the Capability Development work strand in line with the new operating model, taking in to account the business needs of HMCTS and other MoJ stakeholders, providing guidance on capability development aligned to proposed business change and ensuring that the processes developed within the Programme maximise the opportunities for benefits achievable from radical process re-design. The post holder will be responsible for shaping, scoping, planning and managing delivery of an approach to capability development for HMCTS that meets both Reform Programme needs and the wider organisation transformation agenda for the change portfolio. Key responsibilities for the post holder include; reviewing the existing HMCTS capability development offer in the context of the wider transformational change agenda; developing a new leadership development approach to support HMCTS change leaders; conducting a gap analysis of the current competency model; re-aligning the HMCTS learning portfolio to fit a refreshed capability development plan that meets end state requirements. Further, as a strategic leader, the post holder will provide clear direction, visibly drawing out and championing the changes which deliver greater efficiencies for HMCTS. Strong communication and influencing skills will be essential as the role will involve working closely with stakeholders, staff, managers and members of the judiciary, to help design and implement new business processes whilst also helping them to understand and come to terms with the impact of the changes. Key Tasks & Deliverables: • Prior experience of designing and developing leadership development approaches for change leaders that are aligned to business needs • Experience of identifying and developing leadership development interventions to support early implementations • Experience of reviewing Training/Learning and Development providers and negotiating the provider depending on business need • Experience of skills gap analysis and competency model review, analysis and refresh • Experience of capability development planning to support people transition within a wider transformational change context • Excellent leadership skills with the ability to build high performing teams • Ability to lead others through a period of cultural change and to make it a positive experience • A strong background in developing and leading an approach to capability development within a complex operational environment (e.g. other government departments, retail, mobile phones, financial services, hospitality) • Skilled at operating through ambiguity; proactively identifying and solving nebulous problems to address key business issues • Skilled and confident in quickly synthesising evidence from a range of sources (including data & analytics) to draw out key insights. • Self-awareness (e.g. aware of impact on others, aware of own development needs), self-regulated, and with strong ethics. • A proven ability to broker solutions across organisations, including managing conflict and competing business priorities • Demonstrable experience of delivering complex and diverse projects under pressure and to tight deadlines.
