The successful candidate will have the relevant skills and experience specified below for this 18 month temporary contract based in London. The successful candidate will have a valid SC Clearance or be willing to have one sponsored/processed by the client. If you do not possess the clearance level requested then you must be willing to apply for a Disclosure of Scotland on CV submission. This is a Limited Company Engagement only. Background: Emergency Services Mobile Communications Programme (ESMCP) is a cross departmental, multi-agency Programme based within the Home Office to: 1) Deliver critical mobile voice and broadband data communications services to the 3 Emergency Services (3ES) and other public safety bodies from 2017. 2) Ensure a smooth operating and commercial transition between current and future communications services. 3) The Programme has representation from the 3ES at both operational and departmental levels, HMT, CO and Welsh and Scottish Governments. Technical Knowledge Requirements Previous continuous experience of working in a Public or Private Sector Office Procurement / Project Delivery role at a senior or managerial / board level in the last 3 to 5 years – with considerable collaborative working skills demonstrated on CV. Excellent IT skills including working with commercial and project tools. Evidence in CV (concise - no more than 2 pages) of senior reporting and achievements in roles, including areas leading to innovation, with clear ability to reference these. Demonstration of Team Leading. Demonstrate a keen interest in working for Government / the Public Sector, familiarity with Central Departments and current affairs. Capable of progressing commercial and business products to tight deadlines. Ability to lead and provide advice when sought to senior stakeholders (including solve problems at pace), flexible and reliable to completion of tasks – including sensitive handling of data and management. Excellent Communication and Presentational Skills. Highly capable at delivery of commercial products including financial models and performance metric development. Evidence on the CV of having led a successful Procurement. Strong knowledge of Procurement Regulation and/or evidence of working with legal teams. Flexible to Business Change Needs. Desirable (Post-graduate.) Project, Commercial or Business Qualification, or working towards (MCIPS, MBA). Senior Management and Leadership in a complex, large organization with tight programme delivery timescales. Work experience with / alongside the 3 ES, technology or IT background, or similiar environment. Financial and / or Legal knowledge. Essential Experience: - Demonstrable experience in a similar commercial and procurement management role within a large Public and or Private Sector Organisation with multiple projects and governance bodies - Proven history of working effectively with a multi-disciplinary team - Experience of managing external stakeholders and internal customers with good interpersonal skills - Excellent communications skills to produce reports and presentations to executive management - Able to review and analyse large quantities of information to distil key information - Working knowledge and ability to work within the HMT 5-case Business case structure with experience of contributing to the development of successful commercial cases Desirable Experience: - Familiarity and practitioner of lean methods in procurement (per Cross- Government agenda on lean procurement) - Experience and knowledge BRAVO e-Sourcing tool - MCIPS, or working towards MCIPS qualification, or equivalent business degree or equivalent business experience - PRINCE 2 Practitioner or an equivalent level of experience or with experience of similar project management methodology Key Tasks & Deliverables: The post holder will have responsibility for the following: 1. Devices including the Air to Ground Procurement Strategy; 2. Creating and managing a procurement plan; 3. Supporting development of the procurement and evaluation strategies; 4. Developing a tender evaluation model including criteria, scoring and weighting; 5. Developing payment options, pricing framework and charging mechanisms; 6. Supporting development of contractual terms and conditions and schedules ensuring they meet the business needs of Emergency Service Stakeholders, and Cabinet office and Home Office standards.
