Our Client is looking for Enthusiatic Graduates with First Class Honours degree and some working experience. The purpose of the Commissioning Directorate(s) is to lead and enable Children’s and Adult’s Services to make the best use of available resources, so that local needs are met and to achieve tangible improvements in outcomes. The functions of the Commissioning Directorate are to: • Offer a strategic and holistic view of need • Provide business intelligence and a robust evidence base for decision-making • Ensure resource allocation supports the delivery of local priorities • Challenge the status quo and drive innovation and the improvement of outcomes • Derive maximum value and impact from commissioning and procurement • Develop and implement alternative service delivery models • Develop markets to source the best, most cost effective providers. Main Purpose of the Job To contribute to the delivery of a professional, high quality commissioning and service development service, to ensure stakeholders’ needs are understood and responded to throughout the commissioning cycle. To undertake key commissioning and service development activity, including taking key responsibility for managing or leading specific elements within the commissioning cycle including financial analysis, market analysis, benchmarking, service reviews, service delivery models and best practice, service improvement projects, contracts management, specification and procurement documentation development, analysis and strategy review. To lead the project management of a portfolio of activity and products, holding and managing project risks for the Council(s) To act as a supporter of change, to champion innovation, improvement and development throughout Children’s Services, working with their leadership and teams as appropriate to challenge both internal and external services to improve performance, impact and greater efficiency. To analyse and interpret complex information including financial and statistical information. To present complex information to stakeholders through clear written briefings/reports and verbal presentations To consult and engage directly with service users to better understand local need and to inform co-design of services and interventions. To identify and engage internal and external stakeholders relevant to their specific areas of work and to develop productive relationships which facilitate improvements in services To provide bespoke support to Commissioning Transformation Leads, Strategy and Partnerships Officers, Senior Contract Officers, Senior Procurement Officers, Commercial Development Lead and Business Intelligence Managers and Senior Business Analysts in all activities, including the identification of solutions, risks and opportunities for innovation. To proactively develop skills, capabilities and experience through working on a diverse portfolio of projects and services within the directorate to accumulate experience and provide succession planning resource Main Duties and Responsibilities 1. General: • To provide leadership within a project management context, taking personal responsibility for delivery to agreed timescales, managing risks on behalf of the Council and supporting the identification of solutions as appropriate • To understand the customer journey and demonstrate confidence in engaging with customers and other stakeholders • To manage elements of engagement with services and markets in order to meet current and future service needs, ensuring that commercial considerations, including market interest and capacity, are understood and addressed at each phase of the commissioning cycle • To be able to suggest range of approaches to service delivery, that improve outcomes and deliver value for money and the achievement of savings targets • To support the development of commissioning strategy and delivery, and the development of forward plans • To actively contribute to procurement and commercial contract management activity across the commissioning cycle • To deliver integrated and forward-looking approaches to service delivery through proactive horizon scanning, challenge and innovation • To ensure that commissioning and service development activity is aligned to political, strategic and financial drivers and priorities and appropriate governance arrangements • To take responsibility for personal development and proactively seek opportunities to build experience throughout the commissioning cycle.
