The successful candidate will have the relevant skills and experience specified below for this 6 month temporary contract based in London. Job Description: Direct a team/ teams involved in the design and development of a programme/programmes of initiatives; Develop clear requirements for products and services to enable the delivery of the programme(s); Lead the delivery, implementation and planning of the projects and initiatives within their operational programme(s), delivering products and milestones as required; Ensure the programme(s)'s benefits are realised; Ensure that programmes are delivered on time and to budget; Lead, manage and develop their team in its contribution to the achievement of the departments objectives and provide clear direction and support in the development and delivery of its products; Ensure progress is monitored, risks identified and appropriate mitigation against non-delivery is invoked. Key Tasks & Deliverables: The Technology Transition Programme (TTP) is focused on consolidating a number of legacy contracts focused on business estates into a pan-MoJ service, delivered under a service category ‘tower’ model. The department have signed nine new contracts each providing a specific category of services, for example End-User Devices. Main Duties/ Responsibilities Reporting (via Category Leads) to the Head of Commercial and Contract Management, within the Technology & Digital (TDCCM) Strategic Supply team, this role is focused on the commercial and contract management of one of our key contracts, with responsibility for all commercial and contractual matters relating to the contract, including input to category management strategy. The requirements of this role are: TTP Focus (Programme and Contract Delivery): • understanding the contractual platform including the overarching cross-tower Master Services Agreement (MSA) and the specific Tower Services Agreement (TSA) (based on the OGC ICT Model Agreement) • responsibility for the daily management of the contract, working with the wider Programme delivery and transition/exit Project Managers • identifying, documenting and resolving commercial issues in collaboration with the TTP delivery team • working with our internal and external legal advisors as appropriate to advance drafting matters and seek legal opinions where appropriate • supporting the commercial process and producing clear file records, including change requests, approvals and purchase order creation TDCCM Focus (Category and Supplier Management): • working with your Category Lead (into which the contracts are logically grouped) to help drive the approach to shaping the contracts direction and use • contributing to the development and production of commercial reports and a clear forward plan • management of commercial risks and mitigation plans • compliance with all statutory / procurement policy requirements, relevant governance, audit and quality assurance standards • providing any required procurement/commercial input to responses to internal and external requests, such as Cabinet Office and HMT requests. Experience Required: Experience • An experienced commercial contract manager, preferably with a strong technology background • Experience of working in highly complex and fluid environments, with multiple stakeholders • Experience of working in a fast-pace results-driven environment where delivery of output is key • Experience of working in a public sector commercial environment is preferred, but not required • A solid understanding of the OGC ICT Model Contract (now retired) would be very helpful Skills • Strong problem solving and planning skills • Principled negotiation techniques, not based on aggressive, confrontational behaviour • Comfortable entering into a situation where a substantial amount of commercial history is already in existence • Used to working with large cross-functional teams comprising project managers, technical experts, budget holders, operational managers and user representatives; • Strong stakeholder management skills The successful candidate will have a valid Disclosure of Scotland or be willing to apply for one on CV submission.
