Job/Role Purpose To undertake pre and post contract quantity surveying duties. Key Accountabilities • The individual will be an integral part of a procurement and commercial team that is accountable for the contractual and commercial performance of a project • To support business objectives of delivering value for money in all circumstances • To carry out assigned duties efficiently and in accordance with processes and procedures. • Comply with established procurement/commercial/contractual strategies. • Take personal responsibility for complying with Environmental, Health, Safety, Security and Quality Standards. Key Responsibilities • Individually or as part of a team operate processes for the selection, appointment and management of construction and engineering contractors. • Pre Contract Quantity Surveying including o Assembling and seeking agreement to long and short tender lists o Preparing and issuing tender documents. o Running a competitive tender process including managing queries from tendering contractors o Managing and contributing to structured and documented tender evaluations o Preparation of Contract Recommendation Reports o Preparation of contract documents • Post Contract Quantity Surveying including o Scrutinising and verifying applications for interim payments o Preparing certificates o Managing change control in accordance with contracts o Contributing to cost reports and cost forecasting o Assisting Project Managers in preparing Early Warnings, Instructions and Compensation Events o Attending progress meetings • Promote commercial awareness throughout project. • Support formal dispute resolution process and contract close out strategy as required. • Advising and liaising with internal project and cost control team • Developing Commercial Strategies. • Developing Acquisition Strategies. Qualifications • Degree educated or equivalent in Quantity Surveying. • Fifteen years post-graduation relevant experience, preferable but not essential. Knowledge • Well versed in traditional Quantity Surveying techniques within multi-discipline teams. • Understanding of commercial, contractual and financial project drivers. • Understanding of commercial contracting strategies in an engineering environment. • Broad general knowledge of construction contracts. Particular knowledge of NEC3 contracts would be beneficial. • Understanding of the commercial impact on project delivery of working in highly regulated environments Experience • Preparation of tender documents • Administration of a competitive tender process • Post tender discussions with contractors prior to contract placement • Preparing contract documents • Post contract change control • Experience of multi million pound multi discipline projects (on a Nuclear licenced site) • Maintaining records and systems that may be subject to external commercial audit Skills • Commercial awareness • Clear communication using written word, charts and spreadsheets • Ability to deal with personnel at all levels • Use of IT, particularly the standard Microsoft platform, to good effect • Building effective working relationships • Time management and prioritisation of own work load • Evaluation and negotiation of final contract settlements Behaviours • Good team player. • Able to act on own initiative. • Builds relationships. • Organised approach to work tasks Special Requirements • Willing to progress through SC clearance • Willing to travel • Full clean UK driving licence This job was originally posted as
