Job Role To undertake the statutory role of the Independent Review Officer including Child Protection Chair so that the Council is compliant with procedures and statutory regulation and guidance. To lead the performance management, quality assurance programme and continuous improvement framework for children’s early help and social care services. To advise elected Members, the LCSB and Director of People of any key and emerging issues regarding: child protection or safeguarding and; responsibilities for the Council in respect of corporate parenting for looked after children. To promote and brief/advise on good practice and learning, disseminate government guidance and regulations, relevant good practice and research findings to staff, mangers and elected members as appropriate . Skill Set · Ability to communicate skilfully and effectively verbally and in writing to a range of audiences including parents/carers, staff, professional colleagues and senior leaders. · High level oral skills including delivery of formal presentations in public settings and with senior officers in order to influence, persuade and negotiate. · A demonstrable ability to analyse information to determine and plan actions to respond to issues that are highlighted through the quality assurance or continuous improvement functions · Knowledge of risk management processes and the ability to manage risk professionally (children) and organisationally (risk to staff/ resources/ inspection outcomes) · Ability to offer constructive challenge to practice both within the organisation and across agencies · Ability to interpret and present complex data to staff and other professionals · A ble to develop a performance based culture in which continuous improvement is a key feature · Able to build effective relationships and partnerships with partner agencies, voluntary and private sector organisations. · Understanding of and commitment to community leadership and engagement. · Personal and professional credibility and a high level of probity and integrity. · Analytical and problem solving skills. · Sufficient IT skills to work with spreadsheets, database and e –mail Experience · Children’s Social work experience including working with complex cases. · In depth theoretical and operational knowledge and understanding of the current children and families legislation and government guidance, particularly relating to looked after children and safeguarding. i.e Children Act 2004, Working Together to Safeguard Children 2010 · Knowledge of quality assurance processes, performance management and continuous improvement framework · Knowledge of complaints and advocacy legislation and guidance · In depth knowledge and understanding of best practice and national developments relating to the service area · Knowledge of inspection frameworks and the role of quality assurance functions in preparation for inspections · Experience of managing resources including staff management and financial budget management. · Experience of working with and advising stakeholders · Experience of leading, implementing and managing change and service improvement. · Experience of chairing meetings · Must have IRO and CP conferencing experience You will need an enhanced DBS on the update service to apply for this role.
