Enterprise Architect My client is looking for an experienced Enterprise Architect to join its fast growing Public Sector business in Scotland. PURPOSE This role has a dual purpose: Design, develop and implement solutions for the business processes using applications to reflect the integration and standardisation requirements for clients' operating models, to mitigate risks to the availability, performance and security of systems and to make optimal use of IT resources. Consult with clients on the optimal application architecture design and recommend a strategic roadmap that rationalises, optimises, standardises the clients' application landscape (including cloud services) while managing risk to the client and internally. PRINCIPAL DUTIES & RESPONSIBILITIES 1. Understand local government specific applications and operational dependencies on these applications. Provide insight into opportunities to rationalise, standardise and/or upgrade to local government specific applications and technologies - including cloud. 2. Establish and maintain effective working relationships with clients and external partners securing an understanding of their business needs, delivering solutions that meets service level agreements and enables achievement of client objectives. 3. Manage the solutions architecture, setting governance for development, testing, change, release and configuration management, and assist in the IT work programme, in order to meet performance standards and service level agreements. 4. Provide systems analysis skills to the Client and internally as whole on the range of functions performed by the client team, including: the strategic application of technology, the fit of proposed technology with the IT architecture, the software development and testing process, change, configuration and release management processes, Web technology and all aspects of systems integration. Report to senior management on all technical issues relevant to their area of responsibility. 5. Act as the design authority providing governance to solutions internally and throughout the supplier chain. 6. Ensure that the client receives best value from its licensing agreements and that the uses of any additional benefits or services that are entitled are investigated. 7. Act as the main point of contact for projects requiring architectural design and approval, assessing the fit of the proposed change into the existing technology architecture working with the appropriate technical experts. 8. Determine the design, development, systems integration, quality assurance and testing standards for the Council, and design processes to monitor and control adherence to these. 9. Lead in the development of architectures for complex systems, establishing the policy for the selection of system architecture components and coordinating design activities. 10. Assist in the development of IT solutions and the successful completion of assigned IT work programme objectives. 11. Establish knowledge of and define information about how systems are related, ensuring that the team understands the security implications and manages systems dependencies appropriately. 12. Ensure that solutions are developed which can be managed effectively in line with technology architecture, available skills and tools and with maximum benefit to the client, taking into account both current and forecast needs. 13. Understand and consult on the dependency upon infrastructure, identifying risks to the availability, integrity and confidentiality of systems and coordinating the creation of contingency plans to address these risks and maintain agreed levels of continuity. 14. Assist in the identification and assessment of emerging technologies relevant to clients, evaluate these and advise on their suitability. 15. Maintain an up-to-date knowledge of best practice in business systems analysis (including requirements engineering), ICT governance, software development process improvement, service validation and testing, Enterprise Architecture frameworks and processes and other disciplines relevant to the role. 16. Understand the IP portfolio to promote IP into solutions and look maximise 're-use' from other Local Gov contracts to deliver cost effective solutions to clients. This profile is indicative of the nature and level of responsibility associated with the post. It is not exhaustive and the post holder may be required to undertake such other duties as may be required to meet the needs of our clients.
