Senior Estimator Birmingham £60,000- 70,000 Company Leading UK main contractor, turnover in excess £3bn. Summary Take responsibility for production of estimates and cost plans to be included in tender submissions under a multitude of procurement routes. The role will include but not be limited to, liaison with Consultants, Clients and internal colleagues as appropriate in the formulation and submission of bids. Preparation of complete tenders and supervision of others undertaking bidding work. Responsibility Estimators, Graduate / Assistant / Trainee Estimators, Quantity Surveyors, and administration team. Daily Tasks Liaise with Head of Estimating to ensure that adequate and sufficient resources are available to meet bidding commitments. Liaise with other department heads and outside consultants/practices where necessary, to ensure that adequate resources are in place to meet particular bidding requirements. Work with internal Proposals Managers/Design Managers/Planners/Technical Dept., where applicable and attend design team meetings. Appraisal of tender documentation upon receipt for adequacy, sufficiency and initial risk profile. Ensure all relevant tender information is date stamped, recorded and circulated appropriately. Ensure that appropriate site visits are carried out and adequate reporting is formulated. Develop initial cost plans as appropriate and monitor against design development/market testing. Ensure that appropriate and sufficient quotations are obtained and evaluated and that pricing is carried out in a standardised and consistent manner. Ensure the quotations received match the required scope of work and identify gaps, omissions, overlaps and interfaces issues. Compare costings to relevant benchmark data and formulate a commercial view Use appropriate indices to monitor inflation Compare tender and out turn costs Engage with external quantity surveyors to prepare quantities and/or Cost Plans, determine & agree scope of works, fee basis & timescales, monitor progress, or prepare bills of quantities as appropriate to the project. Evaluation of preliminaries with due regard to project programme, liaising appropriately with Operational Directors/Managers. Co-ordination of tender risks and compilation of Risk Register. Co-ordinate with Head of Estimating in respect of arrangement of Tender meetings/sign off meetings. Contribute to commercial aspects of proposals and PQQ's Attend Tender finalisation meetings. Record Commercial decisions made and incorporate into final tender analysis for compilation of Commercial Judgement sheet (T75). Complete relevant sections of F201 pro Forma for Contract Pre-commencement meeting, ensure tender documentation is complete, collated correctly and in good order for hand over to the operational team. Assist Commercial staff in checking of Contract documents against those received at tender stage. Provide Mentor Training to new and more junior members of the Estimating Department Facilitate training and undertake appraisals Skills Appropriate commercial and technical knowledge. Analytical, decisive and interrogative. People management, effective communication and negotiation ability. Organised with effective time management ability. Qualifications Appropriate Construction related degree/HND or similar. Computer literate - estimating software etc. Awareness of Industry procurement methods. Understanding of Whole Life Costs. Cost Planning Experienced at producing Bills of Quantities / elemental quantities Experience Knowledge and experience of 'first principle' analytical estimating across all sectors, particularly Custodial, Education, Health for projects generally over £30m in value. Experience with all forms of contract. Notably PFI, D&B single and 2 stage tenders and frameworks Supervisory and organisational experience. Cost Planning 'rates' across relevant sectors. Working knowledge of BREEAM.
