The successful candidate will have the relevant skills and experience specified below for this 18 month temporary contract based in Fort Halstead/Kent. The successful candidate will have a valid SC Clearance or be willing to have one sponsored/processed by the client. If you do not possess the clearance level requested you must be willing to apply for a Disclosure of Scotland on CV submission. This assignment will start in January 2017. Job Description: Assessing the existing commercial landscape and looking at the impact on programme delivery. Designing and implementing approaches which ensure effective delivery of the right outcome for the department. Leading on supplier integration with regards to relationship and cost impact upon the department. Clarifying the ability to terminate current contracts, working with programme finance leads to understand impact and realisation of any potential benefits. The ability to renegotiate existing contracts. Managing the impact of existing commercial financial models. Acting as primary point of contact between the incumbent supplier(s) and the department. Dstl has a requirement for a Commercial Managers to work with the Science and Technology delivery teams. The main aim of the position is to provide procurement and sales support to the CBR division and develop effective contractual relationships with external supplier base and take responsibility for task/management of workflow within the team. This role will be based at Fort Halstead, Kent. Although applicants able to work from Porton Down, Wiltshire will also be equally considered. The role will require travel on a weekly basis to both sites in any case. Provide procurement and commercial service ensuring contracts and suppliers meet Dstl's requirements for operational and contractual delivery. • Lead and manage procurements through the development and implementation of effective contracts with appropriate suppliers, considering internal needs and supply market characteristics. • Use a range of EU compliant procurement routes and tools as appropriate. • Make use of effective procurement approaches and processes. • Provide direct support and advice as appropriate, including acting as the 'advisor' on issues such as commercial approaches, evaluation processes and negotiation strategies. • Develop strong relationships with stakeholders in order to fully understand their needs. • Coaching and Mentoring across the team where appropriate. • Personal responsibility for quality and integrity of data input into corporate systems Tendering and placing contracts in accordance with EU Procurement Directives/Procurement Law. Developing statements of requirement Placing MOD contracts or Public Sector contracts. Appreciation of Intelectual Property within a commercial environment Coaching or mentoring commercial skills within a team environment Contract management Managing workloads of self and others THE ROLE WILL REQUIRE AROUND TRAVEL TO PORTON DOWN, WILTSHIRE UP TO ONCE A WEEK.
