The purpose of the Commissioning Directorate(s) is to lead and enable Children’s and Adult’s Services to make the best use of available resources, so that local needs are met and to achieve tangible improvements in outcomes. The functions of the Commissioning Directorate are to: • Offer a strategic and holistic view of need • Provide business intelligence and a robust evidence base for decision-making • Ensure resource allocation supports the delivery of local priorities • Challenge the status quo and drive innovation and the improvement of outcomes • Derive maximum value and impact from commissioning and procurement • Develop and implement alternative service delivery models • Develop markets to source the best, most cost effective providers. Main Purpose of the Job • The Commissioning and Transformation Lead provides strategic commissioning support throughout the whole commissioning cycle • This role manages the delivery of commissioning, transformation and service improvement activity across the directorate. It provides strong leadership and effective management to a portfolio of cross-functional commissioning and transformation projects to achieve improved outcomes for service users. • The role takes responsibility for engaging with services and markets to ensure effective support for commissioning strategy and the delivery of specific projects. It ensures that commissioning strategy is outcome-led and soundly based on knowledge of performance. It works with commissioners to develop service requirements and to focus the commissioning cycle consistently on evidence of need and drive outcomes and efficiency • The role delivers solutions that reflect local needs and drivers. It takes responsibility for financial management within teams and projects, including savings delivery, and ensures value for money and the efficient use of resources • To feed into and deliver the commissioning strategies as well as coordinating service design or transformation activity and projects to deliver high quality services • To embed strong project management principles and practice, ensuring that key milestones are met, risks identified and the project delivers the service outcomes and savings identified • To interface and coordinate activity across key stakeholders including; commissioners, service providers, procurement, legal and finance teams to maximise consensus and manage change effectively • Directly line manage their Service Development Officers and support them on their development trajectory • To ensure all commissioning has the required standard of quality assurance and governance and risk management Main Duties and Responsibilities 1. General: 1. To lead, and take responsibility for, effective management of the interface between commissioning strategy and market response. 2. To manage the delivery of high quality commissioning and transformation projects, providing ownership, leadership and expertise across the commissioning cycle to ensure high quality services, desired outcomes and improved efficiencies. 3. To embed strong project management principles and practice, ensuring that key milestones are met, risks identified and the project delivers the service outcomes and savings identified 4. To develop effective working relationships to drive effective joint delivery of commissioning strategy, market development and/or service transformation and improvement programmes 5. To ensure strong working relationships with the market and demonstrate effective negotiation and influencing skills to deliver the best commercial outcomes for the council(s) 6. To support performance or contract management as required, providing expert input on strategy objectives and ensuring effective management against KPIs and other requirements 7. To manage risk effectively throughout the commissioning and transformation cycles, ensuring timely mitigation and/or escalation as appropriate. To ensure compliance in relation to procurement, legal and financial requirements, the Constitution (WCC, RBKC and H&F), governance arrangements and best practice 8. To use knowledge of service delivery and market insights to inform and steer service delivery strategies, supporting the work of strategic commissioners 9. To engage with markets in order to meet current and future service needs, ensuring that commercial considerations, including market interest and capacity, are understood and addressed at each phase of the commissioning cycle. 10. To support the development of commissioning strategies through effective forward planning, identifying opportunities for service and market development and contributing to category and commissioning strategies. To promote, integrated and forward-looking approaches to service delivery through proactive horizon scanning, challenge and innovation. 11. To ensure that partners, stakeholders and service users are effectively engaged and involved in service improvement, transformation and commissioning activity. 12. To manage operational delivery of the commissioning cycle at all stages: a. Assess: To manage commissioning and transformation activity based on robust analysis, ensuring that decisions are evidence based and congruent with wider drivers and priorities. To support the delivery of effective and robust spend analysis, market and vendor analysis, business performance analysis, need and customer analysis, service best practice and benchmarking analysis and alternative delivery and service model analysis to inform evidence based commissioning and transformation strategies/plans. b. Plan: To identify and shape credible target outcomes as well as service design and delivery models within effective commissioning strategies and plans to drive innovation, saving propositions and service improvement. To underpin target outcomes with the development of robust performance management frameworks. c. Deliver: To deliver commissioning and transformation strategies and plans through the delivery of robust market development, technical procurement, service implementation/ contract mobilisation, performance management, savings and VFM realisation and change and outcome delivery. d. Review: To ensure that effective performance management or contract management frameworks are embedded and result in strong service and commercial delivery. To ensure that service outcomes are routinely evaluated, monitored and delivered and identified savings and value for money is realised. To review wider category and vendor outcomes and to feed intelligence into future commissioning and transformation decision making. e 13.
