Main Purpose of Post: To support the Regional Service Manager in providing an efficient, effective and good quality matching service to local authorities. To ensure appropriate and safe placements of young people with foster carers. MAIN DUTIES To make suitable and safe placement matches, taking into account the needs of the looked after young person and all members of the fostering household. To build good relationships and liaise closely with foster carers, referrals staff, SSWs and local authorities To visit local authorities if required and as appropriate To contribute to the foster carer’s initial and post-approval training programme, including ‘Skills to Foster’, to contribute to running both foster carer support groups and groups for carers awaiting placements. To update foster carer profiles, actively pursue potential placements in Be My Parent and to contribute to the imaginative development of the placement service. To identify support services necessary for complex placements and ensure they are provided in liaison with the operations manager To negotiate appropriate fees with the local authority at point of placement To take responsibility for ensuring children are in safe, caring placements that offer protection. To undertake ‘out of hours’ on-call duty on a rota basis, and support foster carers dealing with crises and needing advice. To accurately complete all relevant reports and records, including matching paperwork and risk assessments. To receive reports of significant occurrences or incidents from foster carers and to record and action them in line with current legislation and agency procedure. To provide advice and guidance to foster carers who ring the office needing immediate assistance in emergency situations To promote the service to Local Authorities liaising with appropriate Managers and Social Workers and ensuring information is given to facilitate matching all children’s needs to suitable foster carers. To contribute information to the marketing service and for local authority framework submissions, as required. To assist in building and maintaining excellent working relationships with various stakeholders as a means to promoting the organisation as an agency of choice. To participate and support foster carer recruitment and retention campaigns that focus on a diverse mix of linguistic backgrounds, ethnicities, cultures, locations and lifestyles in order to satisfy all types of referrals received by the agency. To assist in the building of sustainable relationships with existing foster carers in order to better utilise informal networks in recruitment and retention. To have a good understanding of and work within the Fostering Services National Minimum Standards and Fostering Services Regulations. To participate in regular professional supervision and continue to develop skills and knowledge in Childcare and Fostering. To work in a way that promotes anti-discriminatory practice at all times. To take personal responsibility for health and safety for self, colleagues and visitors. To take responsibility for ensuring all health and safety recommendations for foster carers are implemented within agreed timescales and ensuring the health and safety of all children with foster carers. To identify the need for risk assessments, particularly in relation to the regulations and standards. To ensure all risk assessments are completed in a timely manner. To monitor their implementation and review them at least annually, or if circumstances warrant, more frequently. Person Specification CQSW or Dip SW qualified and social work registered essential Previous experience of children and families social work Experience of family placement work, publicity and marketing and of delivering training Sound knowledge and understanding of safeguarding procedures Good understanding of relevant legislation and regulations relating to fostering Understanding of data protection and commitment to confidentiality Familiarity with IT packages (Microsoft Office), including e-mail Ability to work alone and use own initiative but be a supportive and effective team member Excellent time management skills with a flexible approach to working hours, which may include some out of hours work Confidence in negotiating fees and contractual obligations with customers Effective verbal and written communication and presentation skills Ability to work under pressure and meet agreed deadlines Willingness to undergo PQ training Satisfactory enhanced disclosure clearance (this post is exempt from the Rehabilitation of Offenders Act) Commitment to continued professional development Full current driving license and use of car and willingness to travel to multiple locations Safeguarding is everybody’s business.
