The West Yorkshire Combined Authority is seeking to appoint a Programme Development Manager. This post sits in the Feasibility & Assurance team within the Delivery Directorate, reporting to the Head of Service. The Feasibility & Assurance team is responsible for ensuring that there is appropriate assurance around the £1.5bn plus portfolio, which comprises over 250 projects across the Leeds City Region including transport infrastructure, housing and regeneration, skills and corporate initiatives.

The Role

This is a critical role within the team, which involves the responsibility for meeting key deadlines relating to the assurance of business cases, as well as working with government on key compliance guidance and formal reviews of delivery progress.

The Programme Development Manager’s key responsibilities will include:

  • Leading on feasibility and assurance across all WYCA programmes

  • Working with internal departments and external suppliers in the development of project/programme business cases

  • Leading on the review of business cases in line with government guidance

  • Leading on the annual update of the Assurance Framework

  • Leading on the 2019 Growth Deal review for government

This is a temporary post starting in August 2019. Secondment opportunities will be considered for this post, however, in line with the Combined Authority’s Secondments Policy, you must have 12 months’ service in your current role.

The authority is seeking a confident, self-motivated and experienced individual who is able to contribute to cross-Combined Authority programmes to the development and delivery of grant funded programmes.
