The role is to lead the delivery of highway safety through engineering, education and enforcement, ensuring that services and projects are delivered to agreed financial and performance targets. Responsibilities To be accountable for the delivery of highway safety activities for the company and for external clients, ensuring that road safety problems are investigated and addressed through the relevant programmes and initiatives, that costs are controlled, income is maximised, customer satisfaction is achieved and the key performance indicators for the business are met. To ensure that robust health and safety management arrangements are in place to adequately carry out the service in this potentially high-risk area. To develop a collaborative approach to project and programme development with internal and external stakeholders to optimise the efficient delivery of projects. To effectively manage and control allocated budgets and income streams to ensure that the financial performance of the business is in line with project, service and business plan financial targets. To lead the development and control of an effective programme of scheme delivery, ensuring that resources are always effectively employed, or where gaps are identified opportunities to introduce additional work are taken and / or resources are removed promptly to minimise unproductive time and cost. To manage staff performance in line with business, team and individual targets, dealing consistently and efficiently with under-performance, conduct or disciplinary matters. For ensuring that health and safety legislation, policy and best practice is fully complied with across the service and for supporting health and safety management across the company. To comply with and ensure your team complies with all statutory responsibilities, duties, policies and procedures, applies Quality Management, Environmental Management and Occupational Health and Safety Management systems to work at all times, and always operates minimum acceptable standards of performance, behaviour and conduct. Maintain awareness of legal, industry, market, customer developments and changes, and develop strategies to respond to these to the benefit of the company To deputise for the Head of Network Management To maintain a full and valid driving licence Experience A degree or equivalent qualification in a relevant discipline Membership of a Professional Institution with / or evidence to demonstrate continuing professional development relevant to the area of responsibility. Detailed knowledge of legislation, codes of practice, etc which directly affect or impact upon the services within your area of responsibility. Extensive experience of human resource and health and safety management, specifically including significant numbers of front line, technical and professional staff. Extensive experience of financial management and budgetary control, and of identifying and realising opportunities for cost reduction and / or income generation. Anticipated future needs and works with others to exceed customer expectations. Builds and fosters a positive team spirit. Gives and receives feedback constructively, even when it may not be welcome. Builds commitment within the team which leads to tangible outcomes. Can demonstrate the abilities to drive the team toward key outcomes, able to provide a positive example by working efficiently, thinking about and taking action to anticipate opportunities and deal with emerging issues.
