Legal and Compliance Officer 

Post Outline

You will have legal training and experience ideally in a local government environment, the ability to write legal documents such as national or local legislation, plus a strong commitment to administration and good record keeping. 

Purpose of the Post:

  1. To provide Legal, Compliance, Byelaw and Policy services for the Authority
  2. To provide Clerk and record keeping services for statutory meetings and committees
  3. To develop relationships with Authority members, media and stakeholders

Contract Details:

  1. Location: Carnforth Office, LA5 9BY
  2. Hours: Full Time, 37 hours per week with flexi-time system
  3. Contract: 2 Years Fixed Term with possibility of extension
  4. Salary scale: £21,748 – £33,782 (starting salary can be at any point on the scale)
  5. Starting salary will be set to recognise skills and experience
  6. Local government pension scheme
  7. Reports to Chief Executive
  8. Canvassing of members of the Authority for any appointment under the Authority shall disqualify the candidate concerned for that appointment – Standing Orders 11.2(a)

Legal and Compliance Officer Job Description 

Main Duties and Responsibilities

To provide Legal, Compliance, Byelaw and Policy services for the Authority:

  1. Draft fisheries byelaws and process through internal and external scrutiny to ministerial confirmation
  2. Draft, publish, review and check compliance with corporate policies including annual plans, reports, strategies, procedures and governance
  3. Ensure compliance with statutory corporate requirements and assist in preparation and update of legal and compliance documents
  4. Collate data required and draft replies to complaints and FOI requests
  5. Deal with general phone and email enquiries to NWIFCA

To provide Clerk and record keeping services for statutory meetings and committees:

  1. Act as main interface between members and officers; plan quarterly, committee and stakeholder meetings within defined timescales, venues, refreshments, agendas, collate and distribute papers, draft minutes
  2. Check that meeting conduct complies with NWIFCA constitution and public service principles
  3. Maintain Authority correspondence, records, archives and filing
  4. Provide backup assistance to maintain Authority’s main database
  5. Provide backup for issue of permits and authorisations
  6. Provide backup for Digital Communications Officer in updating website and promoting NWIFCA on social media

To develop relationships with Authority members, stakeholders and the media:

  1. Monitor officer, member and stakeholder views of the Authority
  2. Run training and contact events for Authority members
  3. Improve internal NWIFCA communications
  4. Develop contacts with media and issue press releases
  5. Assist with other administrative duties as required by CEO
  6. Provide backup to other departments (Finance, Enforcement, Science) as required

Requirements 

Qualifications

  • Degree or equivalent in an appropriate marine or environmental discipline, ideally with legal components
  • Full clean UK driving licence

Knowledge

  • Legal framework for Marine fisheries conservation
  • Role and remit of IFCAs
  • Relevant regulations and legislation
  • Fishers in the NWIFCA district

Experience

  • Relevant administration experience
  • Experience of byelaws or regulation and governance in a local authority setting
  • Writing and delivery of effective communications
  • Organisation of meetings and taking minutes

Computer Literacy

  • Advanced computer skills
  • Competent with database use, website editing, digital communication and social media

Communication Skills

  • Excellent communication and presentation skills, both written and verbal
  • Fluency in oral and written English
  • Adaptability to relate to a wide range of people

Personal Attributes 

  • Precise and organised in policy and byelaw work
